If I was going to personify death I would probably make him a man in a well-cut suit. Whenever I see a suit, I just get that feeling that they're less important than they look. And the moral of my story would be that death is less important than we think. Death can blend in; people are so afraid of things they can't see that when something important comes along they're to distracted to see it.
And that's basically what the story would be about. Death wants to be human because Death envies Life. So he takes over a body and sends his most trusty advisor to eliminate everyone who would recognize his new form. Promising his advisor that he would take over once Death was human. It would also put a focus on what people do for power and position.

sat in a cafe. This happened whenever he was bored, thinking or just felt like watching humanity. He liked to sit at his favorite table by the window, watching the London traffic go by.
